Background
House Bill 19-1297 enacted on May 31, 2019, requires county jails to collect information regarding their facility and inmates and report this information to the Division of Criminal Justice (DCJ) on a quarterly basis.
House Bill 21-1211 requires jails with bed counts over 400 to report on their use of restrictive housing.

2023 Due Dates
Submissions are due the third Friday of the first month of each quarter (January, April, July, and October).

If a jail fails to submit a report within thirty days of the due date, the Executive Director of Public Safety is mandated to notify the jail that they are not in compliance ( C.R.S. 17-26-118(4)(c) ).
Data Submission Format
DCJ has created a submission portal for the jail capacity data required by HB19-1297 that allows jails to directly input their data into the system. Credentials have been provided to the jail contacts for log on. The link to the portal is https://portal.laserfiche.com/t5150/forms/JailCapacity.

A spreadsheet which contains the Restrictive Housing items mandated by HB21-1211 will continue to be used. The Restrictive Housing Template is designed for jails with bed counts over 400 to report on their use of restrictive housing. The submission process for Restrictive Housing remains the same but DCJ is working on creating a similar portal to allow for direct uploading of the data.
